Job Duties
Discovers, list, assesses and appraises real property including mobile homes in Abbeville County. Ensuring all property is properly and equitably assessed for tax purposes according to State Laws. Maintains accurate and neat records. Reports to Assessor.

Essential Duties and Responsibilities
Operates county or personal vehicle to travel from Abbeville County
Courthouse to any property in the county or to any other authorized location. Refuel county vehicle at county facility when necessary.
Decide on the properties to be reviewed with approval of Assessor and retrieve the tax maps needed and the property cards of the selected properties.
Travel to the actual property site in a safe manner.
Examine the selected property for general condition (Land and improvements) and make appropriate notes.
Determine if any physical changes have been made on the property, clear cut, paving, new structures, landscaping, structures removed, etc. and make appropriate notes.
Examine existing improvements for any changes and measure and note as necessary. Measure and sketch any new improvements and make notes as appropriate
describing the materials, type of construction, location, etc. (includes first time recording of mobile homes)
Return maps to storage units upon returning to office.
Using approved charts of values, per property classification, calculate any change to property value as a result of the on site visit information or depreciation adjustment and as required by a completed building permit, scheduled reassessment, demolition, damage or appeal review.
Update property record cards and index cards with any value changes.
Prepare property records and index cards for new mobile homes from new permits. Upon direction of Assessor update the computer data base records for property. Collects information regarding properties to be appraised.
Conducts field inspections, measures buildings, researches and analyzes market data and other information.
Properly and equitably assigns values to real property including new and existing construction, improvements, mobile homes and additions to property for tax purposes.
Revalues property for reassessments
Responds to public inquiries and complaints regarding taxes, appraisals and assessments.
Maintains accurate and neat and up to date property records, enters appraisal results and other information in the computer.
Prepares cases for appeal if needed.
File property cards removed from files by appraisers, real estate agents, bankers, lawyers, paralegals, etc.
Answer telephone and respond to request for information or redirect as appropriate. Prepare mobile home moving permits as necessary, checking that back and current taxes are paid.
Assist with property research by retrieving tax maps, plats, property cards, copies of deeds.
Run copies of photocopy machine and on large blueprint machine.
Update taxpayer mailing addresses on property cards, index cards, and computer database.
Provide property owners with appeal forms, agricultural forms, appraised value from copies as necessary.
Receive payment for copies and write receipts.
Acquire packages of copy paper from supply room as needed.
Performs general clerical duties as needed, including but not limited to answering the telephone, filing and making copies.
Education and Experience
High school diploma or general education degree (GED); or one to three months related experience and/or training; or equivalent combination of education and experience.
Licensed Appraiser preferred
Special Requirements
Language Skills :                                                         
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
Mathematical Skills :                                                 
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability :                                                      
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Computer Skills :                                                         
To perform this job successfully, an individual should have knowledge of Database software; Internet software; Spreadsheet software and Word Processing software.
